2. Prepare the Cinnamon Filling:

Once the dough has risen, punch it down and roll it out into a rectangle, about 1/4 inch thick.
Spread the cinnamon filling evenly over the dough, leaving a small border around the edges.
Roll the dough tightly from one end to the other, forming a long log.
Slice the dough into 12 equal rolls and place them in a greased 9×13-inch baking dish. Cover the rolls with a kitchen towel and let them rise for another 30 minutes.
3. Bake the Cinnamon Rolls:
Preheat the oven to 350°F (175°C).
Bake the cinnamon rolls for 20-25 minutes, or until golden brown on top.
Remove them from the oven and allow them to cool slightly while you prepare the frosting.
4. Make the Cookie Monster Frosting:
In a medium bowl, beat together the softened butter and cream cheese until smooth and creamy.
Gradually add the powdered sugar, vanilla extract, and heavy cream. Beat until the frosting is fluffy and spreadable.
Add the blue food coloring a little at a time until you achieve your desired shade of blue.
Stir in the mini chocolate chips for extra flavor and texture.
5. Assemble the Cookie Monster Cinnamon Rolls:
Once the cinnamon rolls are cool enough to handle, spread a generous layer of the Cookie Monster frosting over each roll.
Garnish with crushed chocolate chip cookies and a few more mini chocolate chips, if desired
