Directions:
Preheat the oven to 350°F (175°C) and grease a 2-quart casserole dish.
Layer half the potatoes, ham, and onions in the dish, then repeat with the remaining halves.
Melt butter in a saucepan, stir in flour, and cook for a minute. Gradually add milk, simmer until thickened, and season with salt, pepper, and paprika.
Remove from heat, add cheddar, and pour over the layers.
Cover with foil and bake for 60 minutes. Uncover, add Parmesan, and bake for another 20-30 minutes until golden.
Let it cool slightly before serving.
